As Environmentalists, it is crucial to be able to properly identify who is involved and effected by environmental issues. However, it can be difficult to identify a comprehensive set of stakeholders. Luyet et al. (2012) and Proctor et al. (2017) outline techniques to properly identify, and engage with, a diverse set of stakeholders for environmental projects.

Proctor et al. (2017), in their article "Environmental Engagement in Troubled Times: A Manifesto", discuss how we can engage about controversial issues in the United States during eras of turmoil. Engagement over environmental issues allows us to surpass talking to and educating people. Engagement means going a step further and involves a process of connection, commitment, and communication (Proctor et al. 2017, pp. 2). The three C's allow engagement to become a two way street, where we discuss an educate between the different sides. Proctor et al. define four "scales of who", which include:
